Hand tools are the mirror image of most consumer goods. They are dense, so ocean freight is a small share of what you pay and there is little to gain from clever packing. Two things decide this category instead: a steel specification you cannot see, and a tariff line you can look up but most buyers never do.

Freight is 6% of the landed cost here. In a bulky category it would be a quarter or more. That part of the conventional advice — optimise the carton, negotiate the freight — buys you very little in this category.
The tariff is nearly four times the freight. At the rate above, duty adds more to each set than the export packing, inland transport, documents, insurance, clearance and last-mile delivery combined. If you are going to spend an afternoon on one line of this costing, spend it on the classification rather than the shipping.
The tariff depends on what is in the set
This is the part that surprises people, and it is specific to sets. Under HTS heading 8206 — tools of two or more of headings 8202 to 8205 put up for retail sale — the whole set takes the duty rate of the highest-rated tool in it.
The consequence is direct: adding a single pair of pliers to a screwdriver set can raise the duty on every unit in the shipment, including the screwdrivers. Set composition is therefore a costing decision as well as a product decision, and it is worth settling before you commit to a specification.
On top of the base rate, goods of Chinese origin under this heading currently carry a Section 301 additional duty. To put a number on it: at the median sourcing price above, the same set lands at roughly $3.18 without the Section 301 addition and $3.77 with it. That single line is around 19% of your landed cost.
What drives cost in this category
Steel grade
Chrome vanadium, chrome molybdenum and plain carbon steel sit at different prices and very different strengths. The marking stamped on a tool is not evidence of what it is made from.
Heat treatment
Hardness and toughness come from the process, not just the alloy. Under-treated tools round off; over-treated ones snap. Both pass a visual inspection.
Finish and corrosion resistance
Plating thickness is quoted in salt spray hours. It is the easiest specification to quietly halve and one of the easiest to test.
Case and presentation
In set products, the blow-moulded case and foam insert can be a surprisingly large share of the cost, and the tooling for it is a separate charge.

Where these are made
Hand tools cluster in Zhejiang, and consolidation through Ningbo is usually the practical route out. Because sets combine components from several specialist makers, this is a category where the factory you are talking to may be assembling rather than forging — which is not a problem in itself, but does change who is accountable for the steel.
What goes wrong
- Marking that does not match the material. "Cr-V" stamped on a tool is a claim, not a certificate. Verify with a material test on samples pulled from the actual production run.
- Inconsistent hardness across a set. Sets are assembled from multiple sources, so a single good sample tells you very little about the other eleven pieces in the box.
- Plating thinner than specified. Cheap to do, invisible on arrival, and obvious after a winter in a van.
- Case failure. Latches and hinges break long before the tools do, and they are what the customer sees first.
Material and hardness testing on production samples is the only meaningful control here. A factory audit tells you whether the supplier forges in-house or assembles bought-in components, which determines how much of this you can actually hold them to.
